Recounting 4 years of the office of Governor JJ Singh

Taba Ajum

ITANAGAR, Jan 24: Arunachal Governor Joginder Jaswant Singh popularly known as General JJ Singh will be completing his 4 years in office tomorrow.

The former Chief of Indian Army staff was appointed as Arunachal Governor on January 25, 2008 by the Government of India. The 66-year-old Singh was specially appointed keeping in mind the Chinese interest over this landlocked state.

Though central government has appointed him as Governor for security reason, but Gen Singh has managed to build special relationship with tribal people of Arunachal in the last four years with his flamboyant working style. Unlike the past Governors, who limit themselves to the comfort of Raj Bhawan and fly regularly between Itanagar and Delhi, Gen Singh brought about new change by spending more time in Arunachal. In fact our MLAs spend more time in Delhi than Governor. Also Raj Bhawan has been made more accessible to the ordinary citizens during his tenure.

Some of the most important contributions of Gen Singh towards Arunachalee people are, his initiative for early completion of Ranaghat Bridge over river Siang, starting of Arunachal Scouts regiment by Indian Army and setting up of bamboo processing centre at Poma village. The 763.50 meter Ranaghat Bridge, the foundation stone of which  was laid almost 20 year ago was not being completed as per schedule. With agency responsible going easy, Gen Singh after visiting the site many times threatened to take strict action against all those officials responsible for inordinate delay.  His pressure on Gammon India Ltd, the builder of the Bridge worked and finally the bridge was completed. The Bamboo processing centre at Poma village, the first of its kind to be set up in Arunachal was established under his guidance. The industry was started to make use of natural resources for the benefit of the local villagers. Today, the bamboo processing centre is providing job opportunities to many locals and helping them to sustain life. Beside, Governor JJ Singh has always made sure that he visits all those interior places which were neglected by state govt for quite long time. His initiative for restoration of Miao-Vijaynagar road is well documented. In the year 2010, when Dibang Valley district was cut off from rest of world for one year after road was washed away in monsoon season, Gen Singh visited Anini and shared the pain of the locals.

Despite all the good works, Gen Singh had his share of criticism too. When chopper of late CM Dorjee Khandu went missing, he allegedly gave byte to national media stating that the chopper, in which Khandu was boarding, had landed safely at Bhutan which later proved wrong. This generated lot of controversy and many Arunachalees questioned his role. The second instance, when state was going through worse period because of infighting within ruling Congress party, the Governor never interfered though he had a special constitutional power to act. However, a Raj Bhawan source justified the silence maintained by Governor during that period. “Governors are supposed to be non-political and therefore Gen Singh kept himself  distance from all political activities at that time. But he regularly met government officials and kept an eye on law and order problems,” informed the source.

In a state like Arunachal, which is ruled by highly corrupted and self centric politicians, the role of Governor becomes very significant. The people of Arunachal has high hope that Gen Singh will continue to rise above politics and become torch bearer of development in the state. Especially, the young generation Arunachalee sees him as ray of hope as state politicians have badly let them down.

Kurung Kumey Youth Festival 2012 begins

Tourism can boost Kurung Kumey’s economic development: Tuki

KOLORIANG, Jan 24: Chief Minister Nabam Tuki today called on the people to focus on tourism as a sustainable source of employment and revenue generation to give a boost to the development of Kurung Kumey. Kurung Kumey is considered as one of the most backward districts of Arunachal Pradesh.

Inaugurating the Kurung Kumey Youth Festival 2012 at Koloriang, Tuki reiterated his message for peace and development. He said the attitude of youths towards the outside world has to change for good and festivals such as this provides an opportunity to develop the self and imbibe discipline in all fields of life.

“Festivals of all hues should not be taken only as an avenue for entertainment but should be utilized to bring in a change in mindset. Festivals, especially those organized by youths for youths, should mark the beginning of a broader vision and outlook encompassing and accepting everyone,” he advised.

Further calling on youths to create self employment avenues, the Chief Minister assured Government support in sectors like horticulture, agriculture, medicinal plants, small scale industries. He also persuaded the people to slowly give up jhum cultivation and opt for more viable and profitable cultivation of cash crops.

Responding to several memorandums submitted during his maiden visit to the district headquarters, Tuki assured to upgrade the Koloriang Community Health Center to a District Hospital. He also assured to take up the matter of upgrading the Sangram CO headquarters to SDO headquarters in the next Cabinet sitting besides impressing upon the Central Government to declare the whole of Kurung Kumey as a backward district in order to avail special packages for its development.

He announced Rs 50 lakhs each for construction of an approach road to the Koloriang Circuit House and its extension including a conference hall respectively.

To the demand for construction of a road from Sangram to Parsi-Parlo, he assured to take it up on priority in the next NLCPR. The youth festival was also attended by Nyishi Elite Society (NES) president Bengia Tollum, MP Takam Sanjoy, Cabinet Minister Tanga Byaling, host of MLAs and dignitaries.

Earlier last evening, the CM held a meeting with HoDs of the district in presence of Parliamentary Secretary Lokam Tassar, the local representative and MLAs of the district to review developmental projects under implementation.

Taking stock of several ongoing projects, Tuki advised the administration to go for people-oriented, community-oriented and revenue-oriented schemes. He called for timely submission of projects so that the Government can take these up with concerned authorities at the Central level. He also urged the government officials to remain in their posted stations and facilitate smooth running of the government machinery.

‘Illegal quarrying causing Siang river to change its course’

Prafulla Kaman

PASIGHAT, Jan 24: Indiscriminate extraction of boulders from Siang river bed at Raneghat is slowly causing Siang river to change its course which may pose great threat to the people living at downstream. The matter was already brought to the notice of the authority, but to no avail.

“The Siang river is changing its course towards its left side which may affect a large numbers of villages, including Sigar, Ralling, Mottum, Kiyit, Borguli, Seram, Kongkul, Namsing, Gadum and Mer under Mebo sub-division. It may also severely affect the bio-diversity of Dying Ering wildlife sanctuary,” said Obang Apum, president of Sinung Gumin Nature’s Foundation, a Pasighat based NGO.

The local people were seriously concerned over unscientific quarrying rampant in the river bed for the last several years which has resulted in change of course by the river. The authority has no control over the illegal activities.

“The administration, despite repeated pleas, has not yet initiated any action against the unscrupuous traders,” rued Yung Tayeng, an Anchal Somiti Member of Borguli.  The same opinion was echoed by some local Gaon Burahs, who have criticized the inaction of the district administration to stop the indiscriminate quarrying in the river bed.

While visiting the left bank of Siang at Raneghat portion, this correspondent saw rude and unscientific extraction of boulders, gravels and sandy materials from the riverbed. The river is gradually changing its course towards the left bank. It is going to erode the left bank to make out space for its new course.

Siang is a major tributary of mighty Brahmaputra in Assam. Due to rampant boulder excavation from river beds, huge volumes of sediments from the geologically fragile Arunachal hills are carried to downstream, causing frequent change of river courses in Assam.

Encroachment a major problem

Dear Editor,

This is in relation to the issue raised by AAPWU regarding encroachment of land by private individuals.

Though I am an ardent supporter of such good cause, I think it is too late now as almost all the vicinity of government quarters has been occupied. If we go around the different sectors of Itanagar and Naharlagun township, every where, we will find construction of private buildings especially in the lawn of the government quarters. Though many have raised this issue, there is no sign of halt, rather it has been seen that such constructions are being intensified.

I think, hardly a very few government quarters have been left without encroachment.

On the other hand, the parks in Capital -- whether it is Polo Park at Naharlagun or Indira Gandhi Park at Itanagar, are shrinking now day by day. Who will take up the issue and bring an amicable solution to it?

Who is responsible for such encroachment? Whom we are to blame? What will be our future? These all needs to be examined and necessary corrective measures are to be taken by the authorities before it is extremely too late.

Lower Siang district and High Power Committee

Dear Editor,

As the news of High Powered Committee (HPC) under the Chairmanship of H K Paliwal, senior IAS officer being asked by the government to submit its report within the first half of February in order to expedite the creation of the long awaited district in the foothills is in air, hectic back door parleys and rumours are yet again becomes order of the day amongst the interested parties. As premier youth body of Likabali-Gensi area, we take this opportunity to clear some points and make our stand clear.

The creation of district in the name of ‘Lower Siang’ has been a demand of the interstate-boundary inhabiting people of 28th Likabali and 36th Nari-Koyu Assembly Constituency since early eighties. The process was stalled in the last moments by some vested interests from Basar area. All available documents substantiate our stand.

Some sections of people of Basar placed a one-point memorandum to the then visiting Chief Minister Late Dorjee Khandu on the eve of the last parliamentary election. Their demand was for a district named ‘Leppa Rada’ comprising of Basar Assembly Constituency only with headquarters (obviously) at Basar. We do not oppose it. We will have no objection. We advise them only to refrain from meddling into our decade old demand and thereby spoiling our aspiration and struggle by annexing 28th Likabali Assembly Constituency in their demand.

Derailing the process by trying to raise cheap voices should be avoided. People of Siang belt has been living together since generations peacefully. Now, if government is trying to deliver strategic development package in the form of creation of Lower Siang district, uphill brethrens on both side of the Singen (Simen is the pronunciation/spelling of the non-Arunachali people)  ought to support the government instead of trying to raise dead ghost of the ancient past.

Lest our genuine interest be molested at the opportune moment, let it be known to everyone that if the decades old aspiration of the people of the foothills is betrayed, the JYYA with full support of the public will launch indefinite rigorous strike in the foothills of Siang.

Educated youths, contract work and Govt offices

Dear Editor,

I am deeply pained to see the prevailing unpleasant system in Govt offices in our state. Obviously this must be a new system in world politics which is brand Arunachal politics. Under this system politicians prefer to give priority to illiterate people with criminal background and people who use force and not even mind to risk other life for their selfish interest.

It is true that when educated youth putting best dress visit Govt office and approach the officers in all possible polite manner to get some favour in form of small contract work from different government schemes to manage their livelihood, they have to return empty handed. Officers tell these youths about govt. technical provision and complexity in awarding contract works under the schemes  and blackmail these youths as they are intellectuals and can be dealt you easily. Finally officers say sorry and youths have to return empty handed.

What adds more frustration to such educated youths is that some officers are ready to award work from same schemes to the people who visit director office by wearing short or track pant who at any time is ready to slap them, hold their color and use foul language against them. In this case, all technical complexity attached to schemes seems to be vanished.

So the moral is, in the prevailing system in Arunachal, educated and decent men have no place. It seems there is no difference between educated and uneducated in Arunachal Pradesh.

I think, these kinds of new problems are created by our public, political leaders and officers as they are giving more importance to them.

Last but not the  least, I would like to request high-level Govt officers, politicians, general public not to encourage this trend, otherwise time will come when all highly qualified educated youth will start doing the same. Then your large residence with highly fortified wall will become very small to hide you.

Crisis in global labour market

According to annual report on global employment prepared by the International Labour Organisation, there is an urgent need to generate 600 million jobs over the next decade to sustain economic growth and maintain social stability.

The report says after three years of continuous crisis conditions in global labour markets and against the prospect of a further deterioration of economic activity, there is a backlog of global unemployment of 200 million. Moreover, more than 400 million new jobs will be needed over the next decade to absorb the estimated 40 million growth of the labour force each year.

The Global Employment Trends Report also said the world faces the additional challenge of creating decent jobs for the estimated 900 million workers living with their families below the US$ 2 a day poverty line, mostly in developing countries.

The report paints three scenarios for the employment situation in the future. The baseline projection shows an additional 3 million unemployed for 2012, rising to 206 million by 2016. If global growth rates fall below 2 per cent, then unemployment would rise to 204 million in 2012.

Young people continue to be among the hardest hit by the jobs crisis. However, the report calls for targeted measures to support job growth in the real economy, and warns that additional public support measures alone will not be enough to foster a sustainable recovery.
